how can I shape text to a shape

I am trying to acheive a similar effect but have had no luck with the warp or envelope distort. Any ideas?

Use a Distortion Mesh.

Create your text.
Choose "Envelope Distort>With Mesh"
Set 1 row and 4 columns
adjust the top column anchor/direction points to create the wave. Make sure you do NOT move the direction points horizontally because you want to ONLY distort the text vertically.
