Selct object and navigate menu Effect>Pixelate>Color Halftone.

If you want this as a pure vector file, try out the patterns that you can find in the Default swatches. You can apply a pattern to a shape and later rotate it inside the shape by double clicking the rotate tool and then unchecking to rotate the shape.
