Illustrator 2019 Slow Performance on MAC

Hello hive mind!

I have Adobe Illustrator 2019 within Adobe creative cloud. (version 23 I believe)

When performing some tasks (Moving images when creating swatches for example), I am getting around 5 seconds of input lag. Not the end of the world but not ideal.

However sometimes the program completely crashes and I lose any unsaved work. (Slightly more problematic).

I have searched all over the forums for answers regarding this and I have tried the following (in no particular order):

-Reinstalling Adobe Illustrator

-Clearing the cache

-Unticking GPU acceleration

-Setting and external 64GB SSD as a scratch disk

-Turning off all other programs whilst running Ai

Ai is going up to 130% of CPU usage just by dragging an image 5cm across a canvas.

Here are the specs of the Mac.

macOS Sierra

Version 10.12.6

Mac Pro (Late 2013)

Processor 3.7GHz Quad-Core Intel Xeon E5

Memory 16GB 1866 MHz DDR3

Startup Disk Macintosh HD

Graphics AMD FirePro D300 2048 MB

Any Help would be much appreciated.

The dictation feature in Mac OS is turned off?

Sorry I'm not sure I follow. what is the dictation feature?
