illustrator window not sizing correctly on multiple monitors

I have a surface pro 6.  When I try to size the Illustrator program window.  When I click on the restore button, the bottom of the window moves past the bottom of the screen.  Because the Illustrator window cannot be sized from the top, it looks like I will never see the bottom portion of the Illustrator widow unless I maximize it.  One more bit of info, I'm using a dual-monitor setup and the resolution of the monitors are unequal.

Has anyone seen this issue before?  Has anyone solved the issue?

Thanks, but I fixed the issue.   Right-click on the exe file, select compatibilty.  Then click on Change High DPI settings.
