Libraries not working

Hi I had problem with Adobe Libraries. I tried to reconnect them using this tutorial https://helpx.adobe.com/creative-cloud/kb/libraries-panel-not-working.html but I can't re-install the libraries. The Adobe Cleaner Tool also didn't download at all so I didn't go through this step. The panel is completely empty now. I can't even see the connecttion problem error message. How can I fix it?

Sorry to hear about this experience. I would request you try removing the Creative Cloud Desktop app by following the steps shared in this article (https://helpx.adobe.com/in/creative-cloud/help/uninstall-creative-cloud-desktop-app.html) and then reinstall it and check if it helps.
