Please Help! problem with neon effect

First, So sorry for my English skill's is so bad.
I got a problem about making Neon effect
I use blending mode > Screen this time is not work in this version
- I'm sure my document is RGB mode (not CMYK)
- When I try to save for web my outer glow effect not show too.

Hi

It depends how you get this effect and also the export file format.

her the effect is done with speial > external light on the text

And the export file format is PNG

The result is OK

But for a stronger effect you could as well duplicate the text and place underneath a blurred form

And the exported PNG is OK too

Those glowing stars most probably will work better when you do not use a pixel artwork, but use vector files and then copy just the star without background.-
