"File Not Found" error on Windows

I'm creating this discussion on behalf of my client who have high security on their machines but sufficient privileges for each user. They're able to use Illustrator, and save files, but cannot open the file that resides on desktop or elsewhere on the local hard drive, an error "File Not Found" appears as they attempt to open a file they saved earlier!

Any suggestions of what could be the cause of this error?
