Setting default color profile to CMYK

Is there a way to set the color profile to CYMK whenever you open a file instead of it changing to whatever the file is saved as? We get a lot of work from clients and sometimes it's set as RGB, but we print CYMK. A couple designers forget to reset the profiles.

Document color mode is a file based attribute.

You could record an action that converts color mode. But you will need to adjust some colors as well, such as black.
