I can free-transform the artboard but I don't appear to be able to manually type in any position / size for the artboard?

I am using version 27.4.1

Does double clicking the Artboard tool give you options?

Can you see options in the Control panel?

Did you restart your computer? Reset Preferences?

As per your screenshot you are trying to set the artboard size with the Transform palette. That won't work (it's for objects).

Either do as Ton suggested and double click the Artboard tool or open the Control palette to change the settings there (you may first have to activate the corresponding option to show them).

Normally, the artboard settings should also be available in the Properties palette. Not sure why they don't appear in your screenshot.
