Unable to transform objects in Illustrator 2019 on macOS

Every time I create a shape I'm unable to transform or rotate it. When I select it, I get solid blue boxes on all the corners and I have to transform it by right clicking and using the transform feature.

I'm using Mac OS and Illustrator CC 2019 I selected all the shapes in this image, When I place the curser close to the corner I just get that little box icon.
