Why is my drop downs not showing up?

I have noticed that many of the drop downs do not show up when i click on the arrows. When i click on the stroke down arrow it turns dark grey (seen below) but no menu pops up. this is the case for many drop downs similar to this set up (the opacity slider works normally).

I have noticed that when i disconnect my duel monitor, the drop downs work normally.

I am currently using CC 2018 but I have experienced the same issue using 2017.

Is there a solve for this?

So i figured it out.
When duel monitors are arranged side by side, the drop downs work just fine.
My monitor set up is stacked, which causes the issue.
below is my setup that was causing the issues. (the bottom display being my primary display.)

The solve for this was dragging the menu bar (white bar) to the top secondary display. (see below)

The bottom display is still my primary display but now that the menu bar is located on the second display above, all drop downs work correctly.
