All layers are unlocked. I can only more things by arrow keying them around with the keyboard. Can't grab with the mouse and drag to a different position. Can copy and paste. But only arrow key the item arround. I've reset preferences. Uninstalled and reinstalled InDesign. Rebooted the computer several times. It just doesn't work. Is this a recent update issue?

There were several threads recently that reported the same problem. When you attempt to move items, do you see the crossed red circle?
In any case, it seems to be a problem introduced in InDesign 20.1.
What's your operating system version?
You may want to try to roll back to InDesign 20.0.1, you can do so from the Creative Cloud app (find InDesign, then Other Versions menu).

Yes, it's the no smoking sign "crossed red circle". I have InDesign 20.0.1. I don't see how I can find an older version to install on the website.

Sorry, I miss typed, it's 20.1. I've had this problem for about a week and just today uninstalled what I had and reinstalled the latest version.

I'm confused--are you running 20.01 or 20.1?
Is the problem in just one version or both?
What is your GPU model and driver version?

Just running 20.1.
GPU 0 is Intel(R) Iris(R)Xe.
Driver verison 32.0.101.6129
GPU 1 is NVIDIA GeForce RTX 4050 Laptop GPU
Driver version 32.015.6078
Could it be NVIDIA? I updated that recently also and that always gives me camera issues with Microsoft Teams. Should I uninstall and reinstall that?

Where are you getting the driver version? For your system, it should be 572.16. Also, are you using the Studio or Game Ready driver?
Here is an example of my NVIDIA control panel:
