The file may be corrupt, you can test it by dividing it in two and see if you can open one part and not the other. If so keep dividing the "bad" half until you (hopefully) isolate the issue.

First thing to check is if there is a .idlk lock file lurking in the folder where the .indd file is stored. If there is, delete it and try again to open the file.
If that doesn't work, post back with full details about the version of InDdesign and your OS, and how/where the file is saved (local drive, cloud storage, etc).

what's your version of InDesign?
I'll try this with InDesign 2024 version 18.5.0 and the InDesign file copied to your Desktop.
