On about one-third of the images I place, when I scale them to fit where I want, they'll show up with a chunk of them outside the frame. The frame fitting menu is set to 0" on all but when I check the frame fitting on the image after it's been placed, it does show other numbers. There's no object style applied, and it doesn't happen when I just place, only when I scale the image to fit where I want it.
Do you have Content-Aware Fit checked in Preferences > General by chance? (I don't know if this would cause the issue you describe.)

It's similar to this issue, but there is no cropping set on the frame fitting menu before I place the images: https://community.adobe.com/t5/indesign-discussions/images-placing-cropped-incorrect-sizes-how-to-fi...

You have "[None]" Object Style applied to your graphic - with overrides:
Do you mean that on NEW images that you'll place - you have this problem - or on ALREADY placed images you have this problem?
Because when I place a new image - I don't have this problem.

It's new images.
I don't mean to have that object style/those overrides applied. Is there a way to make sure no overrides or styles are applied when I place an image?

It would be best if you apply some specific ObjectStyle after placing your image.

I typically don't use object styles, so I'd rather not have to add in another step for every image I place, which is at least 20 per document. I'll explore more, thank you for your help.

Not using ObjectStyles is a bad idea / workflow.
You should ALWAYS use Styles - either Paragraph / Character / Object / Table / Cell.
You'll avoid problems that you're experiencing right now.
You say you've at least 20 images per document - what if you need to change stroke? Or add shadow, etc?
Without ObjectStyle - you'll have to edit each image again. With - is just one change.

Each image is usually its own ballgame, and I rarely if ever need to make mass changes. I use paragraph and character styles because the document works better with it, but I've never come across something like this before. But if that's the way to solve the issue, I'll explore it.

At some point, somehow, your default settings has changed - and they are applied to newly created objects.
I know it might seem like extra unnecessary step, but after a while, it won't bother you too much - but at some point can save you a lot of time.
Do you use layers?

Not really, but I can see how object styles will give me some control over that in a way I hadn't before.

Do you have "+" after the name on the Object Styles pallet?

Reapplying the style doesn't do anything, even if I clear attributes not defined by style. Refitting the image works, but that is yet another step to add! Sometimes I don't even notice the image has been cropped until later down the road and it is frustrating. Is there a way to include refitting the image in the object style?
(Also I don't see where to choose which layer it goes into ..)
(also thank you :))

Yes - auto-fitting is in the same place where you have cropping in the ObjectStyle - Frame Fitting Options.
By layers I meant document layers - if you split your content into different layers - background, text, images, different languages, "things on top of everything", etc.
But you either need to make layer active first - before you draw your object / place image - or move it after.
