When I move the text box the line stays with it—how was this created?
figured it out! turns out it's a Paragraph Rule (Rule Below)

It is most likely a border added with Object Style settings. Open the style that's highlighted when you have the frame selected, and the options should be there to examine and change.

I can't seem to find it in Object Styles, is there anything else it could be?

My bad — I was thinking borders could be applied selectively and it looks as if that's not true for frames.
Does the line show if you go to Preview mode?

Ah, didn't think to have you drag out the box height. Assumed from your description it was part of the frame. Fun! 🙂
