When I move the text box the line stays with it—how was this created?

Nope, doesn't look like any effect is applied to the text box either. I'm just as baffled!

It is most likely a border added with Object Style settings. Open the style that's highlighted when you have the frame selected, and the options should be there to examine and change.

I can't seem to find it in Object Styles, is there anything else it could be?

Ah, didn't think to have you drag out the box height. Assumed from your description it was part of the frame. Fun! 🙂
