I too had this problem until I figured out you have to actually open a new file before the option is available. I'm such a newbie, but I'm learning!

I have it on 19. Maybe uninstall/reinstall?

Can it still be accessed via Quickapply? (e.g. command+return [mac] or ctrl+return [win]) to call up the quick apply panel and then type the phrase "generate qr code". This might solve your issue in the short term at least.

Similarly, if you draw a rectangle with your black arrow tool, can you then right click to call up the contextual menu to get to Generate QR code? Another workaround in case it's needed.

If the answer wasn't in my post, perhaps it might be on my blog at colecandoo!

I have not upgraded yet so don't know if it has been moved - but you can try resetting preferences - Ctrl+Alt+Shift when starting InDesign.

This. It's likely a setup/preferences glitch and ID is not reading the QR code plugin on startup.. (It's there on my v19). Reset prefs and you should be able to QR away.
