Stop using distiller! Why aren’t you exporting?

Have you tried the divide and conquer method?
Export half the document. If it’s okay do the other half. If that one craps out do the same thing until you find the wonky page.

I agree with Bob. It's probably a corrupt link—looks like you have some fairly complex vector maps placed.

Also, looks like the Distiller error happens on page 135. Try Exporting 1-134

latest error - print engine has failed to output your data :
I still don't understand how the print engine is involved if you are using Export rather than the Print dialog. Where are you getting the error log text? It looks like it is coming from the Print dialog.

I was just having this exact issue and I found that importing all the file links made it work. Additionally, if you use anything like microsoft OneDrive to save files you are unsing in your document, make sure that it is syncing otherwise those links may have broken while you were working.

Edit>Assign Profiles...
But the version 4 profiles could also be embedded in a placed PDF or image. Does the document have many links?

1. Don't use EPS, use PDF/X-4 instead. EPS is from a past millennium.
2. Don't print to PDF, export as PDF.

The OP has tried Exporting and Printing postscript, and both are failing (even a PDF/X-4 Export). I think the log file is coming from the failed print version, and seems to indicate the bad page is 135

The OP wrote that EPS were imported. Those EPS should be avoided. I am sure, if PDFs would be used, the other problems disappear.

All,
I just wanted to say a massive thanks for all the suggestions and help. I've learnt some useful tips but ultimately it was a dodgy page or link that caused the issue. by isolating sections of the report i was able to narrow it down.
One thing it doesn't explain though is why two colleagues were able to Export it but another 2 of use were not. (All using the latest indesign cloud)

Some things can’t be explained, but if you’re sharing through something like Dropbox, everyone would be using different versions. They’re certainly all using different fonts.

In all 4 cases was the Status of the links OK (not Missing)? If the problem is a linked vector file with too much complexity or corruption, a Status of Missing might explain the successful export (in that case the link's preview would get exported)

no errors no. one page had a hand drawn jpg sketch on it and another was a link to an unknown location but didn't show as missing.
