It's a relatively simple web layout. You could probably do it with WordPress and few plugins.

There are no Adobe tools I can think of that would help someone without extensive coding knowledge.

Barb is 100% correct. Adobe RoboHelp is the top tool for the job. The program allows you to have a TOC at the left, and content at the right. The output includes awesome Search features that work out of the box. Output is also fully responsive HTML5 without the need to know a single line of code.

 

FrameMaker content imports wonderfully into RoboHelp as does Word content.

 

And you can output conditional content dependent upon the audience.

 

It's a really cool program.

Yes. I would like to write a user guide with the layout (the bookmarks/TOC on one side and the corresponding content on the other side. And of course, I want to have the search function.

Possibly. But as Bob notes, this is a very simple web layout. If HTML coding is too advanced for the OP, any web platform like WordPress would be a good choice. 

 

It's all far more in managing and authoring the content than the simple task of creating the format and links.

I'm with @Willi Adelberger: TCS, specifically FrameMaker and/or RoboHelp. If you just need online help and not an accompanying user guide, RoboHelp. It's specifically a help-authoring tool.
