Not sure why it's not working for you.
If a document is not behaving well then try
File>Export
Choose IDML
Open the IDML in InDesign
Save the file as a new InDesign file with a new name
See if the issue persists.

Try resetting your preferences:
Windows: Start InDesign, and then press Shift+Ctrl+Alt. Click Yes when asked if you want to delete preference files.
macOS: While pressing Shift+Option+Command+Control, start InDesign. Click Yes when asked if you want to delete preference files.
A dialog will appear asking to delete the InDesign Preferences, select 'Yes' on this dialog.

From my experiments - it should be available all the time - even with no image selected.
So definitely resetting preferences is the first step - which I posted above.
If that doesn't work
Reinstalling rarely fixes everything - you can do a complete reinstall using the
Creative Cloud Cleaner Tool https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html

I tried pushing it through IDML, it didn't work, and the reset preferences shortcut doesn't work either for me.

Ah, you have to do Ctrl+Alt+Shift right after opening InDesign, resetting worked now, but it did not solve the issue.

Hi @Chris P. Bacon ,
are you sure that the selected graphic frame contains the image?
Perhaps it contains another graphic frame with the image insideā¦

Is the extraction done locally or in the cloud?

@Chris P. Bacon thanks for posting your system specs. I took a look through them. I realize you may already be aware of your system limitations. They may or may not be a cause of the problems you experience. Here are my thoughts.
Under Storage > Drives, your C Drive only has 37.92 GB of Free Space. Your K and L and M drives don't have much more. Where are the documents you are working on located? Generally speaking, Photoshop likes a lot of free scratch space and InDesign likes local files.
Your Intel HD Graphics 520 is an integrated card. This means both your CPU and your GPU are using memory resources from the same chip. A dedicated card comes with its own VRAM which gives quick access to image data. I have seen many times when users experience poor graphic performance when using integrated Intel cards.

Thanks for looking into it.
I do not experience poor graphics performance.
The issue is not with my graphics performance, but with the "Extract from image" menu being disabled in InDesign.
There are much more resource intensive tasks like advanced Photoshop painting actions and using Adobe Dimension, and I have no issues with those software, so it is not a performance issue.

I was wondering if the InDesign file you're having trouble with was on your local C drive or not. Maybe you already answered that elsewhere.

I am going to reinstall it only when a new major version will be coming out.
But I am creating my magazines actually first in Illustrator, and only after I port it to InDesign, so I suppose I can even better extract shapes as vectors in Illustrator.

If that function is misbehaving then who knows what else will be wrong
I strongly urge you to use the reninstaller as soon as possible.
Or what you try is starting in safe mode see if it persists
Or try a new user account.

I posted my system specs already above.
I am using Illustrator now to vectorize the whole image, and I save the shapes like that.

The extract function doesn't require an image to be selected it should be active all the time.
