I'm on a Mac platform. Try this: Go to "Window" in the menu bar. If "Application Frame" option is checked, click it to uncheck it.Then check "Application Bar."

The problem:

The Application Bar cannot be selected (grey-out) in 2019 InDesign CC (14.0.1) on my macOS Mojave (10.14.2 (18C54) 

Both Application Frame (black text and on-screen working) and Application Bar (greyed-out and not on screen) are checked.Surely if they are both ticked it's a software error?

I to have recently updated my Mac version of Adobe InDesign CC 2019 to discover that Application Bar is grey-out.
Why have Adobe not sorted out this problem since you reported it on 23 October 20i8, its now 22 January 2019.
It's a damn nuisance as prefer the bar and do not like the frame. I'm paying almost £50 a month for InDesign and
Photoshop – Get your finger out Adobe!

The OP never came back to us in October, so we don’t know if it was resolved or not. Please provide a screenshot as amaarora asked in this thread: Application bar greyed out in Indesign 2019

If it’s the same issue, it was fixed in 14.0.1. Which version are you using? If it’s older, please update. If it’s the same, please report it at UserVoice.

Hi Terry,

Sorry to hear about this trouble. I would request if you can share a few screenshots and Operating System running on your machine.

Also, please try resetting preferences and let us know if that helps: Set preferences in Adobe InDesign

Please note: Resetting preferences will remove all the custom settings and Illustrator will launch with default settings. You can also take a backup of the folder in case you want to. Location is mentioned in the article.

You meant to say, of course, that when you set Preferences for InDesign, it will remove custom settings from InDesign, and Illustrator will remain untouched!
