The denoise feature does not work. It starts then just sits there. So far everything else seems to work. When denoise is cancelled this message pops up. I have no problems with any other programs on the computer that I know of so far.
Here is info on graphics card and info from Preferences after ending denoise.
Here is system specs.
If you can, go 8GB on that card. This is what Adobe Engineer Eric Chan recommends.

Your graphics driver is two years old. Update to the most recent driver here:

If that doesn't help, do the LR command Help > System Info and copy/paste the results here.
But note that you've got 2 GB of graphics memory, the minimum required by LR. There are other reports here suggesting that 2 GB might not be enough, but even if Denoise runs correctly, it may run very slowly.

Thank-you for pointing out the graphics driver was old. However, after updating the driver to the 4-18-2023 version it did not help. Estimated time for the Denoise was 5 minutes and after 10 I cancelled the process. Here is the message under Lightroom's Preferences.
After shutting down Lightroom and restarting the Preferences shows:

Also, a new problem has shown up - after shutting down and restarting Lightroom when I go to work on an image Lightroom locks up and goes into a "Not responding" mode for maybe 30 seconds or so then comes back to life.

Quit Lightroom Classic.
macOS: Press and hold the Shift + Option keys.
Windows: Press and hold the Shift + Alt keys.
While holding down the keys, launch Lightroom Classic.
When asked, select "Yes".

You've got a six-year-old card (GT 1030) with only 2 GB of GPU memory, the bare minimum required by LR. Unfortunately, based on lots of reports here, that minimum may not always be enough to Denoise or People masking. Also, it's pretty clear that the graphics manufacturers stop paying attention to driver bugs for their older cards.

Nvidia has been having driver stability issues with its recent versions with Adobe apps. You can roll back to older driver versions by going to the Advanced Driver Search page:

Select Windows Driver Type: DCH to see more recent drivers and Standard to see older drivers. Your previous driver version was 471.41 (July 19, 2021).
That's probably simplest, since it doesn't look like you're going to get Denoise to work with your current graphics card.
I appreciate the comments from all. Here is update. After restarting the computer a couple of times over the course of a couple of days the problem with Lightroom "Not Reaponding" has quit. However, the problem with denoise still persists and based on the minimum graphics card requirements and information I have been able to glean it looks like an update to the card is probably the best path forward.
With my basic understand of what's currently required and looking down the road my current thoughts are to use a 6 GB card, hopefully, in the $200 to $350 range. Can anyone give me some guidance on what else other than the 6GB spec. I should be looking at?

After carefully considering the replies I recieved and discussing with others to probable arc of AI it looks like the best long term solution is to upgrade the video card to a GeForce RTX 3060 with 12GB. Currently I am looking at a couple but need to make sure they fit in my computer case, the power supply is sufficient to handle it and the motherboard has a compatible connection.

Well I finally got the GeoForce RTX 3060 12GB card along with an upgraded power supply. Happy to say everything works well and the Denoise rendering takes between 5 and 8 seconds to run.
