Photo merge feature frequently fails to launch in latest version

- I often shoot hand held panoramas, and rely on the photo merge option in lightroom classic to do quick panoramas from selected images. Since the last major update, this feature frequently does not respond. I.E. I'll select my photos, right click, say merge, and it will do absolutely nothing. no dialog, nothing. no error message. Just act like I didn't click it. The only solution appears to be to restart lightroom completely, and sometimes, to restart the computer. This behavior can be reliably reproduced every time after I import photos, if I do not restart lightroom or restart the computer after the import. This behavior is new to Lightroom in the past few months. I've been updating every time there is a new release, and the issue has not been resolved, but I've had to upgrade my catalog which took forever.
