P: All the specific Dev module shortcuts should directly open the Dev panel

I think that it would be fine and mode consistent to jump from the Lib module to the Dev module as soon as a command shortcut is specifically assigned to a Dev fonctionnality.

For instance stroking "Y" for the before/after comparison in the Lib module (loop view) is not accepted, we have to first stike D and then Y. And I use this sequence a lot.

The behaviour is different with some others shortcuts: from the Lib module Shift-V (french layout, I guess it is Shift-W in english) leads directly to the Dev module and opens the mask panel, and it is fine this way.

The Develop Module shortcuts are specific to the that Module and will not work if you are in Library Module or any other Module.  That is by design.

I see the point but it would mess up shortcuts consistency more than it is now.

Library module:

"J" toggles through 3 types of thumbnails info details.
Develop module:

"J" shows shadows and highlights clippings

How "J" would be treated with this idea implemented?

There's already issue with ctr-shift-z that works as redo and then Second Window breaks this shortcut funcionality.

Edit: I just realized that key "Y" is not being used in Library mode so it might as well work like suggested (automatically open develop module).
