great news I was able to finally make all them things work for me again. it only took a windows re-instalation, hours of my time and a lot of frustration. I would like to thank the adobe team for their support, but it was nonexistent.

I know perfectly well the differences between the two Lightroom variants.
one is the cloud based one, the one which HAS NEVER WORKED for me in two weeks, since first purchasing it and installing it, giving me this exact error as in the OP. with the new update, the error message was also updated, that's about it.
the second one, Lightroom classic, is the one I can't use with the newest update, and you could make yourself usefull for once and point me to the thread where people are discussing this issue, so I can complain in vain there also, for another two weeks, before canceling my subscription.
here's an update after the most recent updates. what's new? I can't use lightroom classic either now. this is simply great, guys. I've sent reports after reports with no answer.
