I've just updated to Beta version 25, and the bug is back. Rolled back to 24.7 which works fine.

I've updated to Beta Version: 24.7.0 20230628.m.2223 0770f83 x64. I have been using it for the past hour, and haven't experiecnced this bug.

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

I already have Flick Fanning disabled. I disabled Overscroll, but the issue persists.
The issue started after updating to version 24.5 No other changes were made on the PC at the time when the issue started. I just updated to version 24.5 and it started happening. I use a wacom tablet, and the issue occurs at the same rate whether I'm using the mouse or the pen.
I rolled back to version 24.4.1 and it is working fine without that specific bug.

Beta version 24.6 has the issue, but it occurs a lot less frequently. I can at least use this version.

The issue occurs a lot more in Beta version 24.7. I would say ,on average, it happens in one of three attempts when I zoom, pan, etc... This is the same frequency as non-beta version 24.5 and 24.6. There is no consistency in how it occurs. It can also happens when moving the Transform box points during free transform, where I'm only using the mouse without keyboard input.

Go to Preferences/Tools and disable flick panning and overscroll - does the issue still occur?

Are you using only a mouse or do you also have a graphics tablet/pen?

Also, the same bugged behavior happens when holding right click and alt (to resize brush).
