Adobe Photoshop standalone installer error 21

Hello Everyone!

I would like to ask that if it's possible to use the standalone installer for Adobe Photoshop without getting the error 21 code? The notebook I'm using is a ProArt PZ13 so it definitely has all the requirements that needed for installing and using the software.

Also as I saw on the links shared in other discussions, Photoshop should be natively supported on ARM architecture. The standalone installer works fine on a standard CPU but on ARM, I always get the error 21 screen.

Is there any way to make it work or the only possible way to install is online via the CreativeCloud app?
I currently have a really slow internet connection, which is why I would prefer an offline, standalone installation.
