I'm not following exactly what you're asking for. Could you elaborate on what you need or would like to do with Photoshop or to be changed in the guidelines?

I am a boudoir photographer so I have a model in a bikini on a bed , I want to change something in the background or her hair or add a bedside table, it then tells me that Bridge the community guidelines

OK - what I guess is happening is that the AI is seeing the request as potentially inappropriate. The AI is still evolving and at this stage doesn't quite know where the line between appropriate and inappropriate content. I'd suggest you give feedback in the app, which I understand is reviewed by people to improve the AI.

since you have to be 18 to use AI, what exactly is inapporpirate content anyway?

Anything our ever more woke society says is inappropriate. It's just about managing the introduction of a contentious tool, and avoiding legislation likely to shut it down, or limit it. But the real worry, is not knowing how prudish Skynet will be when it takes over the world.

Guys, this not a bug, and does not need to be fixed. It is a choice made by Adobe to prevent inappropriate use of Generative Fill or image creation. Ai is on a shaky path and has many detractors, and Adobe do not want to make it easy for the naysayers to restrict or ban its use.
If you really want to use it, copy the layer, remove the contentious areas from the layer. Note, that is remove as opposed to mask. Turn off the original layer, and try Gen Fill. If it works, add the hidden pixels from the background layer. It's hassle, but with the speed and ease of Select Object, and Remove Background, it is not going to take long to do.
Out of interest, do other Ai image generation applications allow a lot of skin? I just did a quick search, and Adobe are absolutely not alone in their position.
