For some reason, I can not find PHOTOSHOP BETA either in the beta app or in other parts to install.

install the cc desktop app from here https://creativecloud.adobe.com/apps/all/desktop?action=install&source=apps&productId=creative-cloud and use it to install your adobe subscription and trial programs.
if you have trouble downloading the cc desktop app or you see an error message when trying to install, make sure you have a compatible os (https://helpx.adobe.com/creative-cloud/system-requirements.html), and use the alternative download links at page bottom here, https://helpx.adobe.com/in/download-install/kb/creative-cloud-desktop-app-download.html

Hi @rafaelf71585369 you do not need to reformat your Windows. Are you a single user account or in a managed service like Enterprise or Teams?

Also where are you located? I know that some regions have beta app restrictions based on location.

Hi @rafaelf71585369 you can edit your service config xml to show the beta apps.
Read under "Using Service Config.xml" section on this page:

My PC does not show the Configs past under the path:
Windows: C:\Program Files (x86)\Common Files\Adobe\OOBE\Configs\
It shows only until the oobe folder and inside it have just PDApp
