You need to have a Background Layer

 

Any layer can be made the Background Layer by going to Layer>New>Background from Layer

Thank you but one has never had to do that in the past and I have been adding canvas extension colors from the canvas size dialog box for many years. One simple command. Also, creating that additional layer doubles the file size, right?
