Generative Fill Age Restrictions [removed?]

When I tried to use the Generative Fill, I was told that only people with the age 18 or above can use this feature. I am 17 and turning 18 in August which I am apparently 'too' young for this. I don't know why such these restrictions are made, like from which aspect? I was told that the restirctions will be removed in the future. What's the point of having it anyway?

well I was actually told by the customers support that the restrictions will be removed in the future. I think this is sort of official word
