Unfortunately you haven't given us detailed informations about your issue and your system. Therefore, all proposed solutions are a look into the crystal ball.

Are all actions affected?

If no, what does the action do that doesn't run?

Is the active layer locked?

Is any layer active at all?

Please describe more detailed what you try to do.

In a first setp reset the preferences of Photoshop using the steps described here:

https://helpx.adobe.com/photoshop/using/preferences.html#reset-preferences

It's recommended to backup your settings before resetting the preferences. You can check:

https://helpx.adobe.com/photoshop/using/preferences.html#backup-photoshop-preferences

Is your system up-to-date? Do you have installed all recent updates and patches for the operating system and the device drivers, especially the graphic driver. If you have a NVidia graphic card installed, make sure that you are using the recent Studio version of the driver, not the Game Ready version.

Do you get any error messages? If yes, please post the messages word-by-word.

What has been changed on your system before the error occur?

I'm using the latest studio driver. No error message. I also have the latest updates and  patches. I just can't seem to figure out what's the problem 🤦🏾

Does your actions runs in the past? If yes, what has been changed on your system before the error occur?

The only idea I have in the moment is a complete and clean reinstallation.

Please follow the steps below:

If you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)
