constantly prompted to add a library

Photoshop Version 25.11.00
Windows 11 Pro
Version 23H2
OS build 22631.4037

My library panel continuously resets to the front panel (not my library) and I keep running into a prompt to add libraries to my adobe apps, followed by a pop tutorial that doesn't obey the "skip" command. But my libraries are already defined as well as my workspace. It's hard to say what causes it or when, it just seems to happen often and randomly. Instead of showing the color palettes of "my library", it defaults to the previous screen showing all libraries and presents this popup for "add libraries".

Attached is a screenshot of the panel that pops up. After clicking done, it goes into another 3 step popup that will not skip unless clicked 2x or more.

This seems to be a bug, but is there a workaround? How to stop this?

I found a possible solution.

I also installed the Photoshop Beta version on my machine and in the Beta version I never access the library.

Now I have access the library in the Beta and closed the apperaing popups. After that, the popups will no longer be displayed in the normal Photoshop version.

Installed version of CC Libraries (excerpt from PS System Info (German version)):

Please check the pinned comment from our expert @AxelMatt. If the issue still exists, add the System info from Photoshop & a short video of the issue & send it to me via direct message.

These annoying messages keep showing up on all adobe apps. Everytime I open PS, AI or AE, I ALWAYS have to click through these when I go to use the library.  There's no way to disable it. They look like rich tooltips, but I have "Show Rich Tooltips" disabled. If they can't be disabled in the preferences, they should have a "don't show this again" checkbox.

Hey, @Tonasaka. Welcome to the Photoshop Community. I'll help you figure this out. Please share the system info from Photoshop Help > System info > Copy & paste into a text document > upload & attach here.

In the Creative Cloud app, go to Help> About Creative Cloud and scroll down to find the version of the Libraries component.

I've tried closing and opening the Libraries panel without closing PS 25.11 on Windows. This might be workflow-specific behavior. Please try and share a detailed series of steps to trigger this behavior.

Awaiting to hearing from you. Thanks!

Unable to find a specific Help > About Creative Cloud

Today, I simply opened an existing PSD file I had previously worked on, Photoshop has not been shutdown, and the popups came again. My workspace is always preset when opening, which should include my library in all its colors. But instead, I get the pre-screen list of libraries and this prompt that requires 2x click for Done and 2x click to Skip.

Here's a follow-up. I just shut down the comp. Then restarted. Opened Photoshop, then a previous document. The whole mess starts over again and I show all things, including the fact that Tool Tips are off, my workspace is preset, double clicks are required, etc.

My library should simply open with my workspace, as it is part of my workspace. Instead, I get these options, tool tips, and tutorial processes.

Another update. It seems that libraries and workspace don't sync.

I recreated my workspace. I ensured that my library was setup and showing colors. Then, I changed the library to a different library. Then, I 'reset' my workspace and the library did not update to the correct library.

I don't know if this is expected behavior, but it sure seems wrong. If I setup a workspace that includes a library of color paletters, one would think it would open by default with my workspace. Each workspace could have a different library associated with it, allowing the user to quickly jump from one job to another based on a workspace that was created for that specific task.

I seem to recall that my libraries used to open all the time. I just checked Illustrator, and my library opens there - no problem. And, I have not been getting these popups with Illustrator. I use both Photoshop and Illustrator everyday. Sorry, it just dawned on me to add that detail and consider this cross reference.

How to get rid of these persistent tutorials and tooltips?

Tooltips are turned off. My computer, running Win11, is fully updated. My Adobe Suite, is up to date.

I'm in and out of Photoshop and Illustrator, all day, daily. And these buggy notifications and tooltips just keep coming, over and over. I constantly have to re-initialize my library after trying to get rid of the buggers. I absolutely do not need these distractions in my day-to-day professional workflow.

What am I missing?

Any update. This issue is persistent and tooltips are turned off. I've reset to defaults and reset settings. I've turn off home screen and back on again. Nothing helps. Everything is up to date.

I am sorry for the delay in getting back to you. Thanks for sharing the details. Please try this:

1- In the Creative Cloud app, press CTRL + ALT + T  to launch Creative Cloud Troubleshooter & select 'Close Creative Cloud and related processes' > click on Go.
2 - Check Windows Task Manager for any other processes related to Creative Cloud and end them.
3. Navigate to C:\Program Files (x86)\Common Files\Adobe\CEP\extensions

Delete all folders that start with “CC_LIBRARIES_PANEL_EXTENSION_xx_xx_xx” in this location.
4. Delete the "Creative Cloud Libraries" folder from both locations here:
C:\Program Files (x86)\Common Files\Adobe
C:\Program Files\Common Files\Adobe

5. Restart the computer & relaunch the Creative Cloud app. You will be prompted that an update is available if you don't have automatic updates set up already.

Let me know how it goes. Thanks!

Thank you.
Seems I failed to post my response a couple of days ago, so here is an update.
I was able to follow all of your instructions. The only fail was #3...
"

3. Navigate to C:\Program Files (x86)\Common Files\Adobe\CEP\extensions

Delete all folders that start with “CC_LIBRARIES_PANEL_EXTENSION_xx_xx_xx” in this location.
"

In this location, there were no folders or files with the name “CC_LIBRARIES_PANEL_EXTENSION_xx_xx_xx”.
I only found 3 folders like this:
com.adobe.ccx.fnft-3.5.0
com.adobe.ccx.start-2.7.2
com.adobe.ccx.start-2.16.0

If these need to be deleted for successful fix, please advise and I will proceed.

Otherwise, the fix did not work.

Thanks for the help and still hoping for a solution.

Still having the issue. Constantly bombarded with tutorials and tooltips and a library that simply will not open when starting Photoshop or Illustrator. Followed the steps above and noted some issues regarding the fact there are no folders or files with CC_LIBRARIESS where you mentioned.

I feel compelled to continuously reply to anyone to keep the thread active, after Adobe having auto prompted by email "has the issue been resolved", and responses from any staff that might be roaming the forums is fleeting.

The issue has not been fixed and it's been going on sooooo long. Long before I ever brought it up and through at least one update. I just kept thinking and hoping it would get worked out.

I also came here looking for a solution. I have a brand new laptop with Win11. Up to date in every aspect. Installed PS, all up to date, as is Creative Cloud and everytime I use Photoshop, I get the messages about sharing and creating libraries. It's annoying the hell out of me.

I would like to confirm that I have also tried these steps and also had the same issue as Tonasaka. Step 3, I did not have any folders that begain with "CC_LIBRARIES..." and only had three folders name differently. I have also followed the rest of the steps and reopened CC and then PS and still having the same prompt messgae appearing when I open my library.

This is very frustrating!

Hey, @Stuart Gould & @Tonasaka. I am sorry for the delay.

Please follow the steps shared above & for the 3rd step, slight correction in my response.

The correct location is as follows:
C:\Program Files\Common Files\Adobe\CEP\extensions
Delete all folders starting with “CC_LIBRARIES_PANEL_EXTENSION_xx_xx_xx” in this location.

Let me know how it goes. Thanks!

OK, seems odd...I was going to update this ticket before you replied. But I fixed it. The problem is. I actually have no real idea how. The main thing I did, was literally press every button - especially through all the Help Guides within PS. I don't know if it's linked ot a help guide but after doing that, when I now open PS and open the library - no messages.

Unfortunately, that doesn't help everyone else...but it's fixed. I would say to everyone here. Open the Help Guides (top right of PS the magnifying icon and the one next to it, question mark in circle. Play around in there and it's gone).

Scratch that - it's back again. Lasted a while, well, since my last message. Just opened PS and started a new project and straight away the messages start. Just going to do Step 3 etc again and see if that works.

I have done the procedure and deleted those folders. Restarting CC and it did not state an update was available. I do have auto setup but I did a check for updates manually as well and nothing. I have reopened PS and the problem persists.

Very frustrating!
