Could not open "Filename.ARW" because of a program error - HAS THIS BEEN RESOLVED?

I see messages regarding this error dating back over a year now. Is there any universal resolution? The error message is accompanied by a "Learn how to fix" button, which brings me to the Photoshop troubleshhoting web site, which in turn lists 7 recommendations to resolve program errors while opening files in Photoshop. I have done all of them - multiple times - except for the 7th one, which is to roll back to a previous version of Photoshop. I am running PS v 25.12, ACR v 16.5.1, my PC exceeds Photoshop's minimum requirements, my GPU (NVIDIA GeForce RTX2060) is compatible and also exceeds PS's requirements, and has been fully updated, I have unchecked "Enable Generator" in Preferences, I have deleted Photoshop preferences multiple times, and finally, I completely disabled the GPU in Photoshop. This error still manifests itself after opening and editing, one by one, anywhere from 1 to 6 RAW images. It allows me to work on the images in ACR and in Photoshop without errors and to save the results as jpgs. But when I go to open a 2nd or a 7th or whatever random number, I get the error message. During one editing session, I could be closing Photoshop and re-opening it 20 times, and it's very frustrating. This is happening on both my PC (Windows 10) and my laptop (Windows 11). Any advice beyond what I've already tried would be welcomed. Thanks very much.

@Kevin Stohlmeyer Oh, now you're asking a question that is above my level of expertise. On my laptop, it's only one drive, what I call the C: drive. (My son hates it when I use the letters because he says they're just randomly assigned.) My main PC has an SSD boot drive where Photoshop the actual program resides (the C: drive). The PC also has two internal storage drives, one of which (I call it E:) is another SSD, and that's the drive where the images reside when I open and edit them in Photoshop. Once the images are year old, I transfer them to a second internal drive (I call it J:) that is NOT an SSD (I don't know what a spinning hard drive is technically called), but I rarely, if ever, open/edit any images from that drive in Photoshop. The PC also has a D: drive which is called the "System Reserved" drive which I do not use at all. Thank you fopr taking the time to help me!

@Dori Wagner Eldridge you're doing fine - C: drive is the main drive and a good answer. Try moving one of the failing images to the C: drive and see if you can open from there. This could just be a permissions issue or something wrong with the E: drive.

I will try that, but to be clear, ALL images eventually do open in Photoshop (well, first ACR, and then Photoshop) after I restart the application. When I first open PS, I can open any image whatsoever (they're typically all AWR files). Then *maybe* I can open a second, and *maybe* a third and fourth thereafter, but at some point, regardless of which image I select to open, PS will not open any subsequent image and instead gives me that error message. So it's not image-specific per se, but rather some quantity specific, as if PS gets tired and just can't open any other image without me first exiting the program and then restarting it. Then it will work flawlessly for the next set of images, which can be anywhere from 2 to 7, I'd say, at which point, the error message reappears, and I restart the application again. I've checked disk space, and all my drives are in the "blue" with between 42GB (C: drive) and 2TB (J: drive) of free space, but could it possibly be some sort of cache issue? I frequently delete my Photoshop AppData temp files and empty my Recycle Bin (which both reside on that C: drive), and when I look to purge my PS cache (under Edit/Purge), all the options are greyed out. Again, thank you so much for your time. I guess I should also note that the need to constantly exit/restart PS began several weeks ago when Creative Cloud updated PS and ACR on both the PC and the laptop. I initially assumed there was an issue with the GPUs, but with both machines? And I've since disabled it in PS, yet the issue persists.

Oh, I failed to mention that when I use the laptop, all the images I edit in PS are already on the same drive, that C: drive, as the Photoshop application. But my issue is exactly the same on the laptop as on the PC.

What you're describing sounds very much like there's a memory leak, so while you're at it, get Task Manager running and notice how much memory Bridge and Photoshop are using. If you see one or both climbing continuously until your memory usage is at 90%+ and the error shows up, that's almost certainly what the problem is. This isn't a new issue for either Photoshop or Bridge, although I have seen it lately.

As an experiment, since you've tried all the usual suspects and found them guilty, select a bunch of these raw files in Bridge and use the Export panel to export them to DNG in a new folder just for the experiment. Work on these DNGs the way you normally would the ARWs until either: a) you reproduce the problem, or b) you go long past where you would expect the problem to show up. It's a bit of a long shot, but worth it if it pays off.

@AlanGilbertson Thank you for replying! I *think* I understand what you mean. Is it Photoshop that could be causing/creating a memory leak, or would it be an issue with my PC? I've Googled it, and I see a bunch of memory troubleshooting tips there I could try as well. FYI, I do use Photoshop, but I do not use Bridge. In fact, I uninstalled it some time ago. That's because I started with PS Elements way back when, and although I do not use the PSE Editor, my 450,000 photos are catalogued and kept in order using the PSE Organizer (current version 24.0.0.0). Come to think of it, I believe I upgraded PS Elements not that long before Creative Cloud updated Photoshop to the most-recent version, which is when I started noticing the program errors. However, my laptop has only Photoshop v. 25.12 loaded (no PS Elements at all),  and I am getting the same program errors when I edit photos on it. I will monitor memory usage using the Task Manager, as you suggest.

Also, when I edit photos, since they come off my camera as ARW files, they first open in Adobe Camera Raw. I almost always apply some amount of AI noise reduction to these files, which automatically creates a DNG, which then opens in Photoshop for final edits before I save as JPGs. Does this change your second recommendation at all?

There are two possible sources of memory leak in this scenario: ACR and Photoshop. Sometimes it's a lack of garbage collection (when the program fails to release memory after it's done using it). The bottom line is that more and more memory is "used" until there's not enough free for a program operation. You won't see ACR in Task Manager, but you will see Photoshop.

My big question, though, is why are you not using Lightroom Classic? It's not a difficult process to migrate to LR Desktop from PSE: https://helpx.adobe.com/lightroom-cc/using/migrate-catalog-photoshop-elements.html

Once your image catalog is in LR, you have more options at your disposal than the PSE Organizer affords.

You can also convert a PSE Organizer catalog to Bridge. That's the path I would take, because I use Bridge heavily and I'm not a Lightroom user (too many different file types to organize).
