Opacity and Flow Keys Inconsistent in Photoshop 25.7

I noticed that the digit keys 0, 1, 2, ..., 9 used to set the opacity and flow values function the same as they did before PS v 25.7 for the clone tool, but are reversed for the paint brush tool.

I use a PC with Windows 11.
