Was this issue ever solved? I am having the same problem, and it is extraordinarily frustrating... Not being able to see the guide until it is dropped seems like a huge problem?
Jeffrey, yes I am also on windows. I have enabled the graphics processor and the guides are now visible. In CC 2019 enabling the graphics processor often led to crashing. I will keep this option enabled and hope with CC 2020, the crashing is no longer an issue. Thank you for your time and assistance!
My AMD drivers are currently up to date and also should have been when the crashing occurred. The crashing occurred on RBG images and seemed to be triggered when using the pen tool, outlining objects.
