If you are still facing this issue, kindly share the logs from your machine using https://helpx.adobe.com/creative-cloud/kb/cc-log-collector.html . It will create a Log Collector folder having zipped logs on your desktop. ​
​You can upload these files to any file sharing client such as CC file...

I was using the latter. I just tried the former, and it also failed, with Error Code: 1, which has the helpful description of "Core components failed to install/update – Download the latest version of the installer and try again."

Same error here, stuck at 5.2% for Photoshop, 9.2% for Acrobat DC, and same thing for Lightroom, Illustrator, InDesign ... 

If I download from the Direct Downloads page i get the same error code 1 (which basically says to get the latest version of sofware ... well ok, give it to me then ...)

I read that Photoshop version 20.0.6 was Catalina compatible, but it seems that version proposed on Photoshop installer / DD is 20.0.1 ...?

Yes Erik, and i think it's why we're stuck with the DD side ... this page clearly says compatible version is from 20.0.6 https://helpx.adobe.com/photoshop/kb/photoshop-and-macos-catalina.html

Now, the installer version number, we don't know ...?

I think i found a solution ..!

I downloaded the Adobe Cleaner Tool you can find here : https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html
And after a complete clean up of my previous softwares/files/directories through this tool, the Photoshop installer finally works !! 
I didn't try the other softwares yet but i'm quite optimistic ..

Anyway Adobe team should also update all the versions on the direct download page !

Hope it will help you all !

Trying to install PS CC on Catalina. It gets hung up at various percentages. Got as high as 72% but usually hangs up around 31%. I've App Zapped all old versions of Adobe CS, used CC Cleaner, uninstalled CC app, etc... still getting  the "error code c 151".

As a data point, I installed Catalina last night on a newly formatted external SSD and then used the CC app to install individual programs. The biggest problem was finding the CC app download, otherwise it worked perfectly.

The only other Adobe-related issue was bad security settings on Microsoft VSCode, which is Adobe's anointed replacement for the ExtendScript Toolkit.

Here's what worked for me re: "Error code c151-Unable to create the symbolic link."

Apparently there's a hangup with ColorSync. I went to Library/ColorSync/Profiles and renamed the "Recommended" folder. I renamed it "Recommended_NOT" You can also delete it. When you go to reinstall PS CC it will create a new one, and should install without incident. Hope this works for you.
