P: Moving the Reference Point when Free Transforming a Text Layer causes Scale values to change

Issue:  When Free Transforming a Text layer, moving the Reference Point (Alt+Click or dragging) causes the scale W & H values to change away from "100%"

  • Photoshop version: 24.2
  • OS: Windows 10


Steps to reproduce:

  1. Open a new document and select the Text tool
  2.  Click and create any text, and commit it
  3.  Free Transform the text layer (Ctrl+T)
  4.  Either move the reference point either by Alt+Click outside the transform box or by dragging it out

 

Expected result: Moving the Reference Point should not change the values in the scale W&H boxes
Actual resultOnce the reference point is moved, the transform scale W&H values shift away from 100% to seemingly random numbers, usually some value less than 1% difference (eg 99.6% / 100.23%)

 

I verified after rolling back to v24.0 and v24.1.1 that it works correctly in both and only seems to have changed as of v24.2

Just to add, I found it when trying to use the Step and Repeat function to make a clock face and minute/hour marks.  Starting with a "12" at the top of the face and moving the reference point to the center, I hadn't noticed the scale shift and couldn't figure out why I wasn't getting a perfect circle of transformations!
