P: Paragraph text box size change in properties panel changes text too

Hello, in version v20 this option worked correctly (changed size just of box not text inside) in my opinion. Why any one would want to transform paragraph by distorting text? I think if i want to do transformation i would use ctrl+T (than do what ever you want) or do this from character panel. But in this case this is a bug not a feature. But i am talking only about paragraph box, not simple text.

The functionality is now different depending upon what state you're in.  If you're actually editing the text so that it's in a modal state, changes affect the bounding box.  Otherwise, changes transform the layer.

Make sense?  Or do you still find that behavior problematic?
