P: Photoshop Continues to Run After Exiting Program

I now have a new problem on my PC running Windows 10. Photoshop continues to run after I exit the program regardless of whether I shut down by clicking X in upper corner of window or from menu, File > Exit. It is using 10.8% of my processing power after exiting - see attached shot from Task Manager. I have checked that I have the latest video card drivers according to menu item Help > GPU Compatibility. I also used the Creative Cloud Cleaner following instructions in this link: https://helpx.adobe.com/nz/creative-cloud/kb/cc-cleaner-tool-installation-problems.html It behaves this way even though I do a complete power shut down, not just a restart. I am using the latest Photoshop version 23.2.1.

I suspect it's one of the 3rd party plug-ins or possibly the unsupported Intel GPU.

First, launch Photoshop holding down the shift key. Choose Yes to skip loading 3rd party plug-ins. Does Photoshop quit normally?

Using Task Manager, I noticed when I shut down Photoshop, that Photoshop moves from the Apps section to the Background Processes section, regardless of whether Photoshop remains running or exits properly. Just a bit of information for you.

I have/had the Google Nik installed. I was having a problem with Analog Efex Pro 2, and so I removed it from the shortcuts in C:\Program Files\Adobe\Photoshop 2022\Plug-ins\Google. The problem with Analog Efex went away. Next, I removed the Google folder so that none of those filters loaded. Still Photoshop continued to run. Finally, I followed your request to start Photoshop holding down the shift key. I started Photoshop from an icon on my task bar and not from Camera Raw. Photoshop continues to run, even though I did not load any file. I simply started the program and shut it down.

I have a suspicion this may have something to do with the Creative Cloud app with Photoshop.

• If you run Task Manager and close all Adobe Apps, Creative Cloud, CoreSync etc ALL of it.
• The restart Creative Cloud and then Launch Photoshop.

Does that fix trhe issue?

* The issue could be if the Creative Cloud app gets stuck on an update (or other process...), it might be have an adverse effect with Photoshop exits. Usually happens when Photoshop starts first > before creative cloud desktop starts or if cretaive cloud desktop gets stuck.

Not sure my previous response was posted properly. Killing Creative Cloud and restarting then restarting Photoshop did not change anything.

Can I send you a zip file of the Photoshop log? It contains many instances of polling for ??? that may help you. How do I attach a zip file?

I believe I discovered the cause. I unchecked the Product Improvement checkbox in Preferences > Product Improvement. See included image. The problem disappeared for now, but stay tuned!
