Exact same problem here: I downgraded back to version 24.3 and now everything is working fine. I guess I'll have to stick to that previous version until bug is fixed.

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.  

issue is still there after todays update

I am having the same "black (pixelated) smudge" with the Remove Tool after the latest PS update. It use to work, but now it doesn't. I am using a MacBook Pro 16-inch 2019 Intel i9 and OSX 13.4.1.

I want to weigh in here that I was using the remove tool successfully (I love it!) for a couple of weeks now, and then suddenly, it stopped working and creates a black smudge for me as well. I've restarted my MacBook pro, and to no avail
