Yes its a server issue on the adobe side. Go to status.adobe.com for details.

Check the Adobe Status page https://status.adobe.com/ to see when the issue will be fixed.

Meanwhile, you can install older version 25 of Photoshop to be able to work

If you're having issues with ps genfill since this morning, here's what worked for me:

Go to creative cloud , my apps, right click on photoshop, see versions and install an older version, 

the version that worked for me was v25.12.1

If you want to create actual vector data Illustrator’s »Image Trace« would seem like the proper option within Adobe’s software offerings. 

Otherwise could you please post screenshots with the pertinent Panels (Toolbar, Layers, Properties, Options Bar, …) visible to illustrate the issue?
