Rulers are set to show in View, but are not visible

This just began and it's very frustrating. I go under View, Rulers, and it is checked. But as you can see from the attached photo, the rulers are not actually visible, so I can't use them to create guides. The cyan lines already in place were created before the rulers vanished. And the rulers vanished after two program crashes this evening. What's going on?
