Strange Mouse Behavior

I do my Photoshop editing with a mouse.  Intermittently, but far too frequently, it behaves as though I have not released the the left mouse button.  If I'm drawing or selecting, and then release the button to move the cursor up to the manu bar, I end up drawing or selecting all the way to the top of the image.  I can usually get control back with a momentary press of the right mouse button. And yes, I have tried another mouse.  I've tried two other mice.  It's possible, of course that this is a Windows issue. But I've never seen this behavior with any other program.
Dell XPS 8910 running Windows 10 Pro, 64 bit.  All Windows and Photoshop updates are current. 
Any ideas?
