The Adobe online documentation for Photoshop on iPad seems to be out of sync with the software. The What’s New section above talks about “Target layers on the canvas” and the linked Adobe help file describes where to adjust that, but the actual app doesn’t have a setting by that name in the Move tool settings. It does have the option Auto-Select Layer on Canvas with the same sub-options, so it looks like at some point the name got changed. (Auto-Select Layers is also what this feature is called on Photoshop for desktop, so Auto-Select Layers seems to be the right name.)
