I'm running Photoshop CC version 26.0.0 on a Mac Studio running Sonoma 14.6.1.
The Quick Selection Tool is displaying as a cross rather than as a 'brush' circle with a plus or minus sign in it. It means I can't see how big my brush is when trying to select an area of the image. It only shows as a circle when using the square brackets to change its size but not when you move your mouse or try to select anything. Is this something I can get back with a setting adjustment somewhere?
Thanks Jeff. TIOATIOA did the trick. Why do I get caught out with that so often?! Anyway, sanity restored. For now.
Thanks Jane - those were the settings in place. It seems I just needed to TIOATIOA to reset everythign after my last CC update. All done now. Thanks for your help. Kath

And actually this seems to apply to the brush tool, the lasso tool...pretty much everything!

Caps lock was not on, though I agree it is behaving as if it were.

One more thing to try:
Apple menu > System Settings > Accessibility tab > Pointer group > Display > Set the display to Normal

Thanks but those settings were as they should be. It seems that after installing the latest update to CC, I needed to turn my computer on and then off again as suggested by @Jeff Arola . Everything is now behaving as it should.

Did you try restarting your Mac?
There are a couple of other possible causes, one being having your Caps Lock on, which in your case it's probably not if your typing this post from the same Mac.
The other is under Photoshop 25>Settings>Cursors and having the Painting Cursors and/or Other Cursors set to Precise.

Hi, yes, it is behaving as if Caps Lock were on, but it isn't! As for cursors, I have
Painting Cursors set to Normal Brush tip with Brush tip outline set to Normal.
Other cursors is set to Standard.
I tried closing down photoshop and Bridge completely and restarting them but I guess I'll try a restart on the computer now too.
