If you should find such an offer on the web it would likely be a »cracked« version, thus a legal problem aside from the possibly added malware.
Photoshop Elements runs under a perpetual license, if I understand correctly, so it would not cause ongoing expenditures but a one-time payment.
There are also freeware alternatives, Gimp for example.

I think the rationale statement is in the article, Trevor: “We want to make [Photoshop] more accessible and easier for more people to try it out and experience the product,” says Maria Yap, Adobe’s VP of digital imaging.

I assume it will not be a full fledged version, so the rationale is that it gives people an idea what to expect if they take a subscription to the real deal.

That’s consistent with the Adobe statement, but there is an interesting aspect to it when taking into account exactly what Photoshop on the Web is.
Photoshop on the Web is the same web version that has been available as a public beta since Adobe MAX last fall. It isn’t exactly a cut-down version of the desktop version. It’s more parallel to the UX and feature set of the iPad OS version of Photoshop. The workflows are very different, and the features are quite limited.
So, if someone tries out free Photoshop on the Web, they’ll learn a lot about how to use and what to expect with the iPad OS version of Photoshop, but they’ll learn relatively little about the traditional desktop version of Photoshop. If someone opens the free web version of Photoshop, 30 years of tutorials for the desktop version will not work on it.

Also: There's no such thing as a free lunch. Since we're talking the king granddaddy of image editors here*. It's bound to get people interested in the full-on desktop version, though. It'd be a lot like how I got my feet wet with Photoshop Elements. (I already had experience in other image editors, too, like Paint Shop Pro**.) I jumped on the Photography Plan so fast when that was first announced. lol
And just a note: Take it from us, those reading and thinking about taking the dip on the desktop version:

Just heard how the internet here is gonna become majorly faster in 2024.
This gives more and more fuel to companies just wanting to rent an app via a browser, and this could be a hint towards that too, IMO (also the Save to Cloud default).
