These shortcuts have been built into Photoshop for many years:

To scroll vertically, press Page Up or Page Down.

To scroll horizontally, add the Ctrl key (windows) or Command key (macOS).

To scroll in smaller increments than a whole screen, add the Shift key.

Example: To scroll slightly to the left in Photoshop in Windows, press Ctrl + Shift + Page Up.

To go to the top left corner, press the Home key.

To go to the bottom left corner, press the End key.

Those are extended keyboard keys, so if you are on a compact keyboard that does not have Page Up / Page Down / Home / End keys (such as a laptop keyboard), look for the Fn key. It gives keys a second function; in this case it converts arrow keys to page keys so:

Fn + up arrow = Page Up

Fn + down arrow = Page Down

Fn + left arrow = Home

Fn + right arrow = End

This works on Windows and macOS.

Most of these shortcuts also work in some other Adobe apps like Camera Raw and Lightroom.

Do you know the trick that works with the Navigation panel?  You don't even need the Navigation panel to be open, so you can still use it with a smaller screen laptop.  If you are zoomed in so that part of the image window is bigger than the screen, hold down the H key and left click the mouse.  The image widow temporarily zooms out to fit-to-screen, and shows you a black/white (depending on background) bounding box that you can move around the screen. When you release the mouse button, the image will have relocated to where you moved the bounding box at the previous zoom ratio.  If you don't do anything else, you can left click again without using the H key shortcut, and move the window again.  It's a very nice way to navigate a zoomed in window.
