Background on open photo

I want to get rid of the background mask or borders around a open image.  When I try to crop or do other photo tweaking it causes the image to move around in the frame of this mask and makes it difficult to crop.  I don't remember this happening in older version of Ps.  I have already switched to legacy mode it doesn't remove the moving mask.  Thanks.

I do understand (blimey) and I do appreciate your help, but it's not that either.  If you look at my attached pic you'll see scroll bars along the bottom and top of the picture.  I'd like to get rid of those.

In Preferences, uncheck "overscroll".

The image moves inside the crop window to allow you to better align it.  We can still chose to revert to the 'Classic' mode from CS5, but I recommend that you stay with and practice the updated Crop as it really is better when you get used to it.

I am using classic mode, but it still remains.  See attached image

It's not just happening in crop tool mode.  It's there for everything.

Check in your layers panel, and see if the mask is unlinked from its layer. Click between them to link them again
