batch resize and fit to canvas without distortion

I have over 2000 web images that I need to resize for an e-commerce site. As a batch, I need to fit the entire picture onto a 2000x2000 white canvas while keeping the aspect ratio of the pictures.I showed in the picture what i want to do. I wonder how can I do

Have you tried File > Automate > Fit Image?

I created a new 2000x2000 layer behind the picture and tried that, but nothing happened.

It worked for a few pictures, but I have a lot of pictures with different resolutions, so some pictures are negative.
